Can I charge a fixed fee as well as interest?

In the United Kingdom and in the European Union, yes: commercial debt legislation lets a business add a fixed recovery cost per unpaid invoice on top of the interest, on a small scale that rises with the size of the debt. Elsewhere it depends on your contract. Put the amount your rules allow into the recovery cost field and it is added to the total.

How exact is it?

The arithmetic is exact and rounded the way money is, at the cent. What it cannot know is anything specific to you, so read it as the ordinary case rather than as advice.
